The Memorandum
on the main principles of representing sociological information Recently in mass-media the quantity of publications of sociological information that doesn’t correspond to the basic requirements of the Professional code of sociologist and existing ethical standards has increased. And level of trust of the population to the represented information is reducing. Sociologists frequently represent the results of their researches that inadequately reflect the reality. On the other hand, in mass media distribution of sociological information of a not quite objective character considerably increases. At the same time both sociologists and journalists break the ethical standards of representing information. So we consider it necessary to develop, coordinate and approve together the rules and ethical standards of mutual relation between sociologists [sociological organizations] and journalists [institutions of mass-media] while representing sociological information. In general it should base on the following principles:
1.1. Sociologists and journalists that are going to publish sociological data should be properly competent in their field and keep their professional codes. 1.2. Sociological information represented for the broad audiences of population should be trustworthy, objective and scientifically proved as much as possible. 1.3. Sociologists and sociological organizations, journalists and mass media should bear equal moral and legal responsibility for the reliability of published sociological research data. 1.4. Representing low-qualified sociological data as well as plagiarism is inadmissible and incompatible with professional work of both a journalist and a sociologist. 2. Ethical standards of published sociological infomation. 2.1. The given sociological information should be published on the basis of the general moral principles of modern society taking into consideration its axiological and valuable specificity. 2.2. While publishing results of sociological surveys it is inadmissible to use data that aren’t scientifically proved and that discredit colleagues or distort data of other researchers. 2.3. Sociologists and journalists are equally responsible for immoral representing sociological information. 2.4. Represented sociological information should be impartial and exact. For inadequate interpretation of the represented information or deliberate distortion of the facts both sociologists and journalists should bear the proper responsibility. 3. Techniques of representing sociological data Represented sociological information should content without fail the following criteria that can prove its reliability: 3.1. Indicating the author or organization that provided the sociological survey. 3.2. Time and place of conducted research. 3.3. Volume and maintenance of a sampling. 3.4.
